Chemical, biological, radiological, and nuclear CBRN events are rare, but can be highly destructive. In addition to potentially causing large numbers of fatalities and injuries, these events may also destabilize governments, create conditions that exacerbate violence, or promote terrorism. They may overwhelm the infrastructure and response capacity of the nations where they occur, especially those lacking specialized resources. They can also trigger global economic effects: a single CBRN event that damages facilities in one place can affect supply chains and operations worldwide.

In agriculture , these measures are aimed at protecting food crops and livestock from pests , invasive species , and other organisms not conducive to the welfare of the human population. The term includes biological threats to people, including those from pandemic diseases and bioterrorism. The definition has sometimes been broadened to embrace other concepts, and it is used for different purposes in different contexts. The COVID pandemic is a recent example of a threat for which biosecurity measures have been needed in all countries of the world. The term "biosecurity" has been defined differently by various disciplines. The term was first used by the agricultural and environmental communities to describe preventative measures against threats from naturally occurring diseases and pests, later expanded to introduced species.

The globalization of scientific and technical expertise also means that many scientists and other individuals around the world are generating breakthroughs in the life sciences and related technologies. The risks posed by bioterrorism and the proliferation of biological weapons capabilities have increased concern about how the rapid advances in genetic engineering and biotechnology could enable the production of biological weapons with unique and unpredictable characteristics. Globalization, Biosecurity, and the Future of Life Sciences examines current trends and future objectives of research in public health, life sciences, and biomedical science that contain applications relevant to developments in biological weapons 5 to 10 years into the future and ways to anticipate, identify, and mitigate these dangers.
