Despite an essential role the RTAs can play in liberalising trade and developing trade rules, it is proposed in all G20 documents that they need to ensure their consistentency with the multilateral trading system, and that they must be open and inclusive. Terms like consistency or inclusiveness can be vague. G20 is an important platform to develop tangible and meaningful deliverables to bring complementarity of the RTAs with the WTO.

The World Trade Organisation WTO , which is the most known multilateral trade organisation, is being put under a huge pressure concerning the liberalisation of the world trades and markets. The main topic of the negotiations in April of in Geneva and in Brussels was the liberalisation of the agricultural and the industrial commodity market. The organisation endeavours to decrease the agricultural subsidies and the export opportunities for industrial commodities and services. Through the large decrease of tariffs the WTO is in a big critical discussion. Their behaviour leads to an aggravation crisis because they do not pay attention to warnings against a deindustrialisation of developing countries and a downfall of industries, which are still in growth stage and are not yet competitive. Generally there seem to be incompatible interests of different countries or groups, especially between advanced and developing nations. Whereas the public is getting involved on a multilateral level, many nations begin to negotiate on a bilateral level.
This first meeting took place at the peak of the global financial and economic crisis, which led to a strong contraction of world trade. Remembering the global economic crisis after and the following wave of protectionist measures, the G20 countries made the commitment to not erect new trade and investment barriers. In addition, the verbal commitment to the conclusion of the Doha Development Agenda — the current round of multilateral negotiations under the auspices of the World Trade Organization WTO — has been part of the standard repertoire of G20 summit declarations. Yet, since the last ministerial meeting of the WTO in Nairobi in December , the future of the Doha Round is more uncertain than ever before. Important member states, notably the United States, declared themselves in favour of terminating the Doha Round, whereas many emerging and developing countries insist on its continuation.
The stagnation of the Doha Round trade talks has given a fresh impetus to regionalism worldwide which manifests itself in a race for markets between regional trading blocs. International trade has been tested by a growing number of economic, political, ideological, institutional and legal challenges. On the other hand, or conversely, international trade and the functioning of the global trading system is one of the major factors that have a significant impact upon the shaping of the present and future world order. Trade has always been the generating force of economic growth, employment, prosperity and progress of humanity.
Mega-regional Trade Agreements: Game-Changers or Costly Distractions for the World Trading System?
Over the past decade or more, much ink has been spilled over whether the proliferation of free trade agreements FTAs  serves as a stepping stone or stumbling block along the path towards further multilateral trade liberalization. However, most of that debate has centered on the impact of agreements that are: 1 primarily bilateral; 2 if not bilateral, primarily within one region; and 3 largely similar in coverage to the World Trade Organization WTO agreements. Recently a new trend has emerged, in which agreements are being negotiated that comprise: 1 more than two or three countries; 2 membership that is not strictly regional; and 3 subject matter that goes beyond that found in the WTO agreements. These plurilateral trade negotiations raise a number of novel considerations for the multilateral trading system. This Insight will highlight a selection of the recent plurilateral trade negotiations, and assess some implications of the proposed agreements for the multilateral trading system.
The past two decades have seen the emergence of two paradoxical developments in international trade policy making. The multilateral trade system MTS has grown and expanded to include member countries. Most of the new members are developing countries and their accession was interpreted as a vote of confidence in the system to promote economic development and poverty reduction. Global trade rules were extended to new areas including services and agriculture, trade protectionism was tackled and GATT rules were explicitly provided with an international organisation to administer them in the form of the WTO.
