A timely history of the conflict over the American use of chemical weapons during and after WWI. When the United States entered World War I, inadequacies in research, manufacturing, and battlefield training left the military at a severe disadvantage in deploying poison gas while American soldiers suffered the highest rate of gas casualties among the belligerent nations. Faith offers an institutional history of the Chemical Warfare Service, the department tasked with improving the Army's ability to use and defend against chemical weapons. Taking the CWS's story from the trenches to peacetime, he explores how the CWS's work on chemical warfare continued through the s despite deep opposition to the weapons in both military and civilian circles. As Faith shows, the advocates for chemical weapons within the CWS allied with supporters in the military, government, and private industry to lobby to add chemical warfare to the country's permanent arsenal. Their argument: poison gas represented an advanced and even humane tool in modern war, while its applications for pest control and crowd control made a chemical capacity relevant in peacetime. But conflict with those aligned against chemical warfare forced the CWS to fight for its institutional life--and ultimately led to the U.

How does a democratic government conscript citizens, turn them into soldiers who can fight effectively against a highly trained enemy, and then somehow reward these troops for their service? Keene argues that the doughboy experience in —18 forged the U. Army of the twentieth century and ultimately led to the most sweeping piece of social-welfare legislation in the nation's history—the G. Keene shows how citizen-soldiers established standards of discipline that the army in a sense had to adopt. Even after these troops had returned to civilian life, lessons learned by the army during its first experience with a mass conscripted force continued to influence the military as an institution. The experience of going into uniform and fighting abroad politicized citizen-soldiers, Keene finally argues, in ways she asks us to ponder. She finds that the country and the conscripts—in their view—entered into a certain social compact, one that assured veterans that the federal government owed conscripted soldiers of the twentieth century debts far in excess of the pensions the Grand Army of the Republic had claimed in the late nineteenth century.

Innovative, daring, and novel in many of its approaches, the war and society method has helped to reinvigorate the study of warfare. The war and society approach springs from several of the same roots as the new military history, and thus shares with it influences, methodologies and ideas. Many of the same historians work in both fields, and numerous important works in war and society would also appear in any bibliography of the key texts in new military history. These similarities notwithstanding, new military historians are generally interested in the same questions as more traditional military historians. That is, they want to understand grand strategy and operations, how soldiers fight, how armies are recruited and maintained, and the consequences of military service on both society and the individual, to name just a few.
